The When is also two times. eventTime is when the observation happened. recordTime is when the door stamped it, and the door owns that one.
The sender supplies the event time and its UTC offset; the standard requires both. The gateway supplies the record time itself, applying it at the door and stripping whatever the caller sent in that field. The scriber is not the part being scribed.
Because storage is append-only, the record time is a fact about when the event entered the log, not a value that can be adjusted later. That is what makes the two times worth keeping separate.
